The widespread use of “flags of convenience” by fishing vessels exacerbates the opacity of the fishing sector, hindering efforts to identify and sanction the ultimate beneficiaries of illegal, unreported, and unregulated fishing activities, providing them with an easy escape route.
It is not the practice of registering foreign-owned vessels that is problematic per se. Rather, it is how FoCs facilitate secrecy in beneficial vessel ownership.
